D1.5 Recommendations for integrating Positive Energy Blocks in strategic and political city instruments, including recommendations for the national and supranational legislation
This report provides a comprehensive overview and analysis of Positive Energy Districts (PEDs) within the SPARCS project, focusing on strategic and political
instruments, legislative frameworks and integration challenges across SPARCS cities and countries. It aims to guide the development and implementation of PEDs by offering detailed recommendations and insights from partner contributions and cityspecific case studies.
The report targets policymakers, urban planners and all urban ecosystem stakeholders taking part in sustainable urban development. It seeks to provide a common referential baseline that enables the integration of PEDs into city political and strategic frameworks, while also identifying pathways toward mainstreaming a national and supranational framework for PED development and implementation. Contributions from various partners offer a multidisciplinary approach to addressing the challenges and opportunities associated with PEDs. Each partner has provided input on their respective city’s strategic and legal framework, contributing to a holistic understanding of procedures and methodologies for PED development.
